The weights are fixed and published so a score means the same thing between engagements. Technical foundation carries the largest single weight because it is the only layer whose failure is total — every other category is worth nothing to a system that cannot read the site at all.

The four bands

A band is a statement about risk, not a grade. A site below 60 is not "failing" — it is exposed on categories worth more than 40 of the 100 points, and the index says which ones before a single hour of work is scoped.
