Search intent
What a person is trying to accomplish with a query, as distinct from the words in it. Intent differs by market as well as by language, which is why a translated keyword list is not a localised one.
Also written Query intent or User intent. Atlas writes British English; the definition is the same.

Why it matters
The consequence, not the conceptTranslation preserves words and loses purpose. The same product is searched for by material in one market, by occasion in another and by brand in a third — and in some markets the demand a plan assumes is simply not there.
